In obedience to the annexed instructions of Major General O. O. Howard, forwarded by you to me, concerning the Freedmen, Embryo Watkins.

I have the honor to report and attach hereto a letter from Mr. William Killebrew, the gentleman who brought the boy from Virginia, which contains facts for your consideration, and not my discretion.

Soon after the arrival of the hands from Virginia, I was requested by Mr. George W. Killebrew, the father of William, to take a ride in the country to his house, six miles from town, and draw up contracts for all the hands brought from Virginia. I done so, hiring them to George W. Killebrew and son, William, Embryo Watkins being among them, at $5 per month.

I had a long interview with them, and expressed themselves well pleased, and much elate at getting three good meals a day, and allowed ample time
