In the report of Bvt: Lt: Col: J.W. Jordan, Asst. Supt. for March 1867, under Cir: No. 10, Series 1866, from these Hd Quarters, he recommends Joe Bell (col'd.) for pardon.

The Asst. Com'r. directs that you instruct Col: Jordan to furnish a copy of the record in this case, together with such a statement of the case, and abstract of testimony, as will properly present it to the pardoning power.
