Herewith enclosed I have the honor to return the papers relating to the insane freedman named Washington Hill - I have visited him and feel satisfied of his insanity, as the certificate of his attending Physician Dr Watson will show. 
He has no one to care for him who is able to do so his wife being too old - and too poor. 
I would suggest the name of Alex. Rawlings as a proper person to accompany him to Richmond
