I did not go to Mr Cumbie's home, but, he, knowing the nature of the orders given me in reference to this property and I suppose feeling sure at the same time that he could not together with son (who I regarded as one family) be allowed to retain more than one, brought this horse up and surrendered him to me as U.S. property, and was assigned by me as such.

Does it not seem that if his (Cumbie's) claim had [[strikethrough]] have [[/strikethrough]] been [[strikethrough]] as [[/strikethrough]] just and equitable that he would have long ago had the matter investigated by the proper officers in his own county but he knew very well that his claim could not be properly authenticated and that the Prov. Marshalls, who had very many of such cases before them for investigation would not sustain him, hence the application to your Board was deemed by him the most judicious plan of procedure.
