For the information of the Assistant Commissioner, I have the honor to state that a favorable change in the conduct of the majority of the Magistrates of Lunenburg County has taken place, in their attention to and hearing of Freedmen's Complaints, several of them have waited on me and assured me that they were disposed to perform their duties promptly and impartially. The Presiding Justice of the County has invited me to a seat on the Bench with the Court, and to associate with them in all cases in which the Freedmen are concerned, a courtesy which I did not expect, but which I can appreciate and shall take advantage of. The County Court seem disposed to get rid of a few ignorant and prejudiced Magistrates, who were the cause of issuing S. O. no. 41, Hd Qrs Asst. Coms'r. The court passed a series of Resolutions today, which
