Respectfully returned to Bvt Maj J.R. Stone SAC. If the freedmen are taxed in Nottoway Co for the support of the poor, Capt D.J. Connolly will bring this case to the attention of the proper officers to care for poor persons, and if they decline to properly provide for them he will report the fact to these Head Qrs.
