I have the honor to inform you that by invitation I yesterday attended a meeting of a committee of the Common Council of this city, said committee having under consideration the establishment of colored schools for indigent children  They enquired in reference to the present expenses incidents to the colored schools of this city  They propose a capitation tax on white and black for the establishment of a general system of free schools in Petersburg; they also solicit an appropriation from Bureau funds to aid them in carrying through the measure, provided the capitation tax should fail of producing enough  The present expense of teaching about 1200 children in Petersburg
