Office of this Division. The Officer in charge has neither executive or clerical ability, and apart from his Registration duties, is of no use in that County.

General Remarks.

1st. The general condition of the freedmen is far from discouraging. I am of the opinion that their well being depends mainly on themselves. The percentage of those complaining of injustice, as compared with the number at work, is very small.

2nd. Full and complete justice to freedmen will never be awarded by a Southern jury, unless a majority of jurors are black. As I have stated in former reports, the whites of the South have been educated to consider the negro a degraded being, and nothing but military force or numerical superiority of the negro will induce them to give him equal justice in the civil courts. This has been so fully exemplified since the commencement of the operations of the Freedmen's Bureau, that
