Bureau of Refugees, Freedmen and Abandoned Lands,
HEAD QUARTERS 2nd SUB-DISTRICT, VIRGINIA,
Petersburg, Va., July 4th 1867.

General
I have to-day forwarded to their destination your orders revoking the the permission given to Bvt Lt Col Jordan of the 6th Division and Capt D J Connolly of the 4th Division of this Sub District to employ clerks. Having satisfied myself by actual observation in my recent inspection that these officers required clerks I cheerfully approved their application giving reasons therefor. In the case of Col Jordan I respectfully submit that the interests of the Bureau will be advanced by allowing him this aide. Col Jordan has four populous counties to attend to, and in my opinion cannot properly discharge the duties now required of him in connection with the Bureau and Registration because 'tis physically impossible
