Alexandria, Va, July 19, 1867

General, 

An application for the use of the new school building now being erected in the 3rd ward of Alexa., was forwarded by the Rev. E. P. Smith ag't of the Amer. Miss. Assn. to Gen. C. H. Howard, supposing Alexa. to be still in his jurisdiction, & it was by him recommended & referred to Col. Lee.

The Reformed Presbyterian church established the the first freedmen's school in the place, which has averaged about 200 pupils ever since its organization; hence they feel that they have a just claim to some of the fruits of their labor. 

The R.P.C proposes to do their work through the A. M. Assn. having the selection of their own teachers. —Hoping that justice may be done to all, & the best interests & wishes of the col'd people regarded, I am very Respectfully your ob'dt serv't
