Respectfully forwarded to Bvt. Brig. Gen. O. Brown Asst. Comm. of Va this land is 176 1/2 acres reported on the land report as the property of Benj. F. Saffer. it has never been occupied by the Bureau, nor will any injustice be worked toward freedmen by its restoration. The original title deeds have been exhibited to me, and I being satisfied that Mr. Saffer is the lawful owner thereof have returned them to him. Enclosed please find certificate from Wm N. Berkley Justice of the Peace to the fact of the amnesty oath having been taken by Mr. Saffer, also copy of order from the Dist. Court of Va and receipt from the clerk of the said court of cost of case, which releases the land from the effect of the libel of the Court.
