with statement that in the 
opinion of the undersigned 
the allowance to Mr. Segar 
for firewood used by freedmen 
should be based on an occupancy 
of two hundred and eighty three 
people, or eighty families, for 
one year and three months 
each family consuming 
six cords of wood per year 
and each cord of wood
