County of Elizabeth City, To wit

The Affidavit of John S. Moody of Elizabeth City County of the State aforesaid, who being first duly sworn according to law, saith. I have been sutler at Fortress Monroe during the whole of the late War and have been frequently on the farm of Hon: Joseph Segar, which immediately adjoins Fortress Monroe. A large number of Freedmen have been nearly the whole time occupants of the lands of the said Segar, and after reading the aforesaid statement of Capt: Myers, late Provost Marshal at Camp Hamilton, I have no hesitation in saying to the best of my knowledge & belief that Capt Myers' estimate is about right.
