I hereby certify that during the time that I commanded the Military district of Fort Monroe Va., from May 22nd 1865 to September 1st 1866, there were domiciled on the farm of Joseph Segar, Elizabeth County, Virginia, a large number of Freedmen, I think about three hundred (300). This fact was well known to the agent of the Bureau, as his farm has been since 1861 in the possession
