I consider Mr Segar to be justly entitled to rent for the same.  He has been a staunch Union man during the war, and has combated the secession element in that vicinity with marked fortitude; but it is a painful fact that his neighbors, who have returned from the rebel army, and have had their property restored to them, boast that they have been more fortunate than those who have been loyal.

I trust that Mr. Segar will receive the full amount of compensation authorized
