Res'pt. returned to Genl. S.C. Armstrong, Agt. in ch'g 5 Sub-Dist. Va, with the statement that the within communication, from Dr. L.D. Seymour, is greatly exaggerated and, in several particulars, wholly without foundation in fact. Every possible effort has been made by the Bureau to ameliorate the condition of the indigent freedpeople in this section; and it is believed that there is less destitution at this time than at any previous period since the organization of this Bureau. Liberal issues of clothing are made daily to those needing it, and estimates have been submitted for future demand. Medicine and medical attendance is furnished to all indigents, and rations and quarters are provided all applicants until a proper disposition can be made of them. over.
