Asks the General for aid for the destitute Freedmen of this vicinity (Hampton) who are suffering for want of clothing, provision, fuel & medicine.
States how the Freedmens affairs stand in Virginia.

I believe I am the owner of some lands near Hampton. I will write to my agent and see if I cannot aid these poor people of whom you write
I have referred your note to Gen Howard to aid them
