Commanding department F.B. and A.L. at Washington City District of Columbia

We the undersigned Citizens of the Town of Danville Virginia and the surrounding County - respectfully represent unto you, that Brevet Lt. Col. George B. Carse, at present assigned to duty in the State of Florida - who was the immediate predecessor of Brevet Lt. Col. Mahony, now commanding at this Post the Department of F.B. & A.L. 
And we do further represent that Col. Carse in our judgement and estimation was a faithful, energetic and acceptable Officer to our entire population, (both White and colored), And therefore petition and respectfully ask that you assign to duty at this Post the said Col. Carse, and that you assign to duty the said Col. Mahony to the Post at presnt occupied and filled by the said Carse in Florida aforesaid, believing as we do: you will thereby consult and carry out the desires of the two respectin Officers aforesaid, and greatly confer a favor upon the Public, and much enhance the good and efficiency of your much respected department.

The last name of the Col. George B. is written a number of times to help decipher, the 3rd & 4th times are the clearest. Most clear on preceding Document (#215) & confirmed to be "Carse."
