Respectfully returned to Bvt. Brig. Genl O. Brown, Asst. Commissioner (thro Hd Qrs 2d Sub Dist. Va) the report that injustice is done the freedmen in many instances in Greenvill Couty is founded upon fact and not only in Greenvill Co. but in Brunswick Co. are the freemen imposed upon and unfairness & injustice done them by the whites in various ways, such as giving low wages & paying exorbitant prices for everything the freedmen have to buy of them, by discharging them before the expiration of their terms of service for trifling causes, thus necessitating them to find other homes, loose time & move, all of which is attended with expense and in taking advantage of their ignorance in settling with them in dividing the crops. This evil cannot be entirely obviated by the offices of the Bureau under a mixed jurisdiction. If the Bureau or Military alone had certainty to make all contracts & all settlements between the races were equal justice might be done.
