Application was made by Capt. E. H. Ripley, about a year since to Hon. Edwin M. Stanton for a commission in one of the four regiments of the Veteran Reserve Corps then to be organized. 
This application was endorsed by Ex. Gov. Buckingham, Maj. Gen. Jos. R. Hawley, then Gov. of Connecticut-Senator L.S. Foster and by Brig. Gen. Edward Harland and other officers under whom he has served both in the volunteer service and the Veteran Reserve Corps. These papers are now on file in the department.
