climate is as healthy as any in the United States. You are of course aware that in East Tennessee the black man is politically equal to the white, and that in this respect the moral atmosphere is as healthy as that which we inhale in the natural way. This point is not so very distant from Virginia and would not take the men so far from their homes as to render it difficult for them to return to their families after the expiration of their contract.  From all these considerations I think that there ought to be no difficulty in procuring labor of the kind we want. It will probably take two years to finish our work and we would as soon make the contract for that space of time if deemed preferable.
