I have the honor to report, that, pursuant to your indorsement order of July 20th, I proceeded to the Eastern Shore, Va. In order to do full justice to Lieut. Sherwood, A.S.A.C., and by analogy of military procedure in similar cases, I referred the letter of accusation to him for remarks. Your attention is invited to his report, with accompanying documents herewith enclosed.

I examined, so far as practicable, the witnesses referred to by Mr. Toy, Judge Mason (witness) being absent at Richmond, I addressed a note to him, requesting such information bearing on the case as he could give. No answer has as yet been received, but what I
