I called on Mr. Tull, who, I found, had no personal knowledge of the facts alleged in his complaint, and who could not give the names of any who had such knowledge. He said he had been told these things. Mr. Tull's account of the interview between Lt. Sherwood and himself is directly contradicted by Lt. Sherwood in his statement herewith forwarded.

I can find nothing to support the charges against Lt. Sherwood of personal misconduct. There is evidently a party, apparently small, but strongly opposed to him, and ready to make the most of any plausible ground of complaint.

Lt. Sherwood has been accused of sustaining the Civil Authorities of Accomac County in alleged unjust treatment of one Stepney Poulson (col'd.) His course in this matter is stated by himself in the within report; the proceedings,
