Norfolk Sept 10th 1867.

Bvt Brig Genl O. Brown
Asst. Comr. &c

Genl
I have the honor to enclose you application of Sarah Brown, for the Retained Bounty of her brother Wm. Blufort. I would respectfully remark that the mother of these two only children was never married and her children of course were illigitimate, but under the law, I believe such cases are recognised. I therefore send it on for your consideration, their mother died here during the scourge of 1865.
I am Genl, Very Respectfully
Your Obdt Svt
