Norfolk Sept 21st 1867.

Bvt Brig Genl O. Brown
Asst Comr &c

Genl, I have the honor to enclose Claims of James Willis for Retd Bounty due his brother, Henry Willis decd late Corporal in Co H. 38th Regt U.S. Col'd Troops, which he is desirous should be deposited with Major J. H. Remington & by him paid.

I would state, in reference to John Hofler's case, that he says he cannot recollect the precise date of his enlistment, but thinks that it was about the date specified in his application, 15th Augt 1864. His discharge has been sent on for U.S. Bounty and the agent who sent it on, neglected to keep a record of the date of enlistment, but I think there is no doubt of his being the right man,
Very Respectfully
Your Obt Svt
Jno. B. Upshur
