Extract.
On account of the unpleasant relations existing between Col. Franklin, Commanding the District, and Capt. Chandler, I wold respectfully recommend that an officer be send to Winchester that will be less objectionable to Col. Franklin. 

As Col. Franklin has a high opinion of 1st Lieut. A. F Higgs, now stationed at Harpers Ferry, Va., I would recommend that he be sent to Winchester and Capt. Chandler be sent to Harpers Ferry, Va.
