In the case of Mr Robert Goalsby living in the 1st. Maj. Dist. of Smythe County, V.a. which you refered to me for investigation upon a charge, made by Lieut Wm. S. Mc Kay 29th Inft Pres, Board of Registration of said Co, of having unlawfully interfered with his colored hands in their registration I have the honor to submit the following report to wit

On the 17th of the present month I proceeded to Marion in said County & called before me the said Robert Goalsby who plead not guilty - & after a careful examination of Mr Miller Dist Registering Officer for said Dist & two of the colored men who were said to have ben discharged for so registering I became fully satisfied that there was no cause of complaint against
