My dear Sir
Yours of the 29th ult: was received on my return to Norfolk from Richmond and would have been answered at once, but for the hope that I might before this be able to answer the questions proposed by you, more fully than I am at present able to do. 

Your first question is the one upon the answer of which, the others are greatly dependent. The bill authorizing the Bureau places "the management and control of the Freedmen" under its care and protection — But until the Military receive orders to turn over the people, they instead of the Bureau, will control matters,

2d The Bureau will aid in as far as it can in the education of the people but will have to depend largely on Northern Charity.

3rd It will aid us in establishing Orphan Asylums, and in providing for Sick, 4th It will arrange the matter of wages, where the Freedmen can do so for themselves

5th It will have authority to allot lands for three years — It cannot aid them in purchasing lands

I will write more fully as soon as the policy of the Bureau is decided and would at that time like to have a visit from you, to aid in putting this Machinery in order,

Dear Sir
Having indirectly heard that the Freedmen of Richmond are to meet this afternoon for the purpose of considering matters of great importance to them, and being unable to attend the meeting myself, I beg that you will meet with them on this occasion, and express to them my deep interest in all that pertains to

their welfare.

Please ask them to make a full written Statement of all matters of which they have to complain, and forward the same to me, 

Assure them that as soon as the Bureau, of which I am at the Head, for the State of Virginia, is fully organized, which will, I trust, be in a few days, every thing possible shall be done for their benefit,

Your favor of the 6th Inst was received to day, in reply I have to inform you that lands can be bought at a very low rate; without doubt Virginia offers one of the best fields for Northern Agriculture enterprise of any State in the Union. I doubt if the difference in the price of land is as great as the article would indicate,

I have the honor to enclose the Transportation order No, 622 for 10 persons, Refugees, from Washington D.C. to New York City. Also request on Quarter Master at New York City, for transportation of 10 persons Refugees from N.Y. City to New Orleans La. May I ask as a favor that you will see that these (10) Refugees who are at Camp Hamilton, are furnished with rations if required, — I am unable to attend personally to the case; if you can attend to it for me, I shall be greatly obliged, if you cannot please inform at once.
