Having been ordered by the War Department to make a report of all receipts and expenditures for Freedmen and Refugees for the Six (6) months ending July 1st 1865, I would respectfully request that a report of the property issued to the Dept of Negro Affairs by the Quartermasters Department, togather with its value; and the property with the value of the same, received by that Dept. from the Dept. of Negro Affairs, be forwarded to this office.

I have directed Lt Keatley A.A.Q.M. to report to you for duty. I would recommend that you keep the Lieutenant on duty in the Norfolk Sub District and order all Assistant Superintendents within your District. South of Jame River to report to him.
It will be necessary for you to take up the property in Norfolk on your papers from June 18th the day I forwarded my resignation as A.Q.M.

In accordance with the accompanying Circular order No 7, War Dept. Bureau R.F. & A.L. Washington D.C. June 13th. 1865. You will make and your estimates for Stores &c required, forwarding them to this office, - Please send me the numbers of the orders I forwarded you a short time ago, in order that I may send you those missing. I send you several hundred printed forms of Contract - they will require a stamp - charge ten cents for each contract made, to the employer.

You will take possession of such abandoned or confiscated lands within your District, as my be necessary as homes, for the destitute and helpless, and to furnish employment for such as cannot other wise be provided for - It will be desirable to have at least one of these homes established in each County, if lands can be found -  You will call upon the Military Commanders for such assistance as you may require
