Is there not a large amount of grass upon the confiscated and abandoned farms within your District that if property cut and cured would make good Hay. No grass is grown in this part of the State, hence we shall have to depend upon your District, or the Q.M. Dept, to provide us with hay the coming winter; I would recommend that you employ at once all the hands necessary to Secure the hay crop,

Take your men upon Q.M. Rolls purchase Sythes and Rakes (if you can find Second hand ones in the Country all the better) if you have not the funds to do this I will provide them.- You are doubtless aware that no time is to be lost in this matter. I Send three hundred forms of contract to you this day by mail in Care of H. Qrs. of the Bureau at Washington.

I have the honor to report that the Supt of Refugees, Freedmen and Abandoned Lands in the vicinity of Norfolk States that the Crops upon government farms are being ruined for want of competent detailed men to take the charge of the Farms - 
I would respectfully ask that an order be telegraphed to the Commanding Officer of that Part to furnish Such details as may be necessary, without delay,

I beg leave to call your attention to the fact that the Citizens in this Department, are continually Sending from their homes old and infirm Negros and helpless children, this entire class of persons will be dependent upon the Government - In order to provide for them with the least possible cost, I would respectfully ask that all old Hospital Beds, bedding, Cooking utensils, Knives, Spoons, Cups, Bunks and all other kinds of Hospital property that can be of no further use to the Government and would amount to but little if Sold, be turned over for the use of this Bureau. Many of these articles are needed at once
