I am directed by Col O Brown to inform you that reports have come to these Head Quarters that Colored people are insulted by Soldiers. quartered in a large building on Main St below Col Kreutz' office. You will please inquire as to the facts in the Case of Mayor Croft. chief of Police, office Cor of Cary and Sixth Sts and report the particulars to these Head Qrs.

Road below Lanesville against whom charges have been made. The officer will also bring a girl about Seven years of age a child of Rachel Berkeley whom Said Kaw has in his Keeping

Your attention is respectfully called to the following Statement of facts, one Rhoda Stokes the former Slave of James Mc Farland, who deceased about 1837, is Still living on the Estate of her former master, about five (5) miles from Big Nottaway River, on the plank Road running directly from Petersburg in Lunenburg county. It is Stated that Said Rhoda Stokes is unlawfully deprived of certain privileges and immunities, which the will of her former master, (Said James Mc Farland) entitles her to.

You will Secure a copy of Said will and ascertain whether her rights under the will are Secured to, and enjoyed by Said Rhoda Stokes and report to these Hd Qrs

I have received a copy of Maj Genl Howards Letter to you - I would respectfully Suggest that the management and control of the Freedmen within your District, togather with all property, papers &c belonging to Negro affairs, be turned over to Capt Barnes. If you prefer an other officer in his place will you please nominate him. he must be an Assistant Quarter Master - I would respectfully request that Capt Toby be retained in the Service of the Bureau.
