I have the honor to forward you the following extract from a letter received at the office from Head Quarters, Bureau R.F. & A.L. Washington ~
"Mrs. Martha B. Sanders, Norfolk, Va., states that she is holding her house on a lease from the Freedman's Bureau ~ desires that it be unconditionally returned to her.~  Has subscribed to the oath of allegiance not the Amnesty Oath, makes oath that she has not in any way abetted, or aided the Rebellion, that she left her house before the war, on account of her health, by advice. Her husband was in the U.S. Navy during the Mexican war, and that he lost his life by reason of exposure, &c. ~  
Has not made application for pardon, not having done any act for which she needed pardon."
You are respectfully requested to make a full investigation as to the statements made in the forgoing extract, and report as soon as possible. ~
