The Asst. Com'r is surprised to learn from your report that so little progress has been made in organizing the affairs of the Bureau in this District - It is of vital importance that the organization should be completed at once  Col: Brown knows you will do all in your power to this end; - and would suggest that you apply at once to your Dist or Post Commander for the detail of such officers as you require - If you fail, then appeal to the Department Commander - If this also fails, report to these Head Quarters without delay, Col Brown fully appreciates the obstacles in your way, but these only make success the more valuable and enviable -
