In reply to your letter to Charles E. Johnston, Asst Supt, &c. dated 26th August, presenting claims upon the Government to compensation for damages to your property in Portsmouth, Va. and to rent for the use of the same, I am instructed by the War Dept. Bureau R.F. & A.L. to inform you that your remedy must be through the Courts. This Bureau cannot adjudicate upon the case.
