Sir,
I have the honor to enclose herewith Circular No. 5 from the War Department, Bureau of Refugees, Freedmen and Abandoned Lands, dated at Washington May 30th 1865.
Par VII of this Circular makes it the duty of the Assistant Commissioner of this State, to adjudicate himself or through Officers of his appointment, all difficulties arising between negroes themselves, or between negroes and whites.
I would respectfully enquire whether the Judicial Officers of this state would act as Agents of this Bureau, in receiving the testimony of colored persons, and adjudicating difficulties that may arise between negroes themselves, or between negroes and whites, and whether it is the opinion of your Excellency that such action would secure justice to the Freedmen.

I have most respectfully to return your account current, in order that the amount received in August may be specified more minutely - that is - what amount was received from the rent of houses or Land, and what amount for Coffins. Please be as minute in specifying the Receipts as the Expenditure.

I also enclose form of report of officers and enlisted men on duty in the Bureau.
