The delay in making this report has been caused by the now = receipt of reports from Superintendents. - 
Instructions have been given, that I hope will enable the report from these Head Quarters, to be made promptly in future. -

Freedmens Relief.

I have the honor to acknowledge the receipt of your communication of the 23rd inst, asking transportation for 1500 colored people to different points in the north.- In reply I have to inform you that transportation to points outside of the State can only be furnished on the order of the Secretary of War, and will be furnished only the destitute refugees to their houses where they would cease to be dependent on the Government.~ Any application for such persons must give their names individually must embrace the facts that they are now dependent on the Government but will not be in the place to which it is desired they should be transported. The Freedmens Bureau while warmly sympathizing with you in your benevolent plans for furnishing employment to destitute Freedmen, can do nothing further than this.-
I would suggest however that some [[strikethrough]] that some [[/strikethrough]] arrangement could be made at the north by which the parties who hire these Freedman should pay their expenses on and deduct same from their wages.-
