Sir,
I have the honor to inform you in answer to your letter of the 23rd inst. that the action of the Bureau in reference to the house rented by you was only such as was deemed necessary to relieve the Bureau of any responsibility for the house. If the premises are held by you under any title except that of the Bureau, with that it has nothing to do, Mr. Johnston will be instructed by letter of this same date to surrender only what interest the Bureau has in the property, leaving other questions to be settled by the proper authorities.-

I send by mail this day, your Report of Persons hired during the month of August for correction.- In the last sheet but one, there is an error of $40 in both columns and in both reports.-
These mistakes cause considerable delay in forwarding reports to

There were two mistakes in the July report, one of which was rectified before returning to you for further correction.-

Captain,
In returning to you the application of Dr Powers for the restoration of the property situated near Yorktown, for action thereon in accordance with General Order No. 19 this Bureau and Circular No.15. War Department. I am instructed to direct you to use all means in your power to make arrangements with Dr Powers for the rent or sale to negroes of the farms or houses of which they have possession.- 
Dr Powers whatever his previous antecedents may be reported to have been, is now ready to lease or sell these places at a fair compensation. The policy of the President in restoring such property is fixed and peremptory, and must be carried out in good faith by all the Agents of the Bureau.-
Such being the policy of the Bureau, you and your subordinates will adapt such a course as will conciliate the [[peanter or peantes, plautes or peauteu?]] to the Freedmen who have squatted on their lands and dispose their to make leases and contracts with the Freedmen. While at the same time it secures the greatest advantages for them.- Your early attention is requested to this matter.-
