You will allow Mr Nicholas, of Elizabeth City County, to plough and seed down so much of the property restored to him by Special order No. 65. from these Head Quarters as it not occupied or used, and you will protect him in his interest in the crop. Connected with his property, as far as possible.

Your communication of the 16th inst, is just received. The difficulties you complain of in the way of getting Officers, it would seem might be overcome by proper action on your part: nor does it seem likely that the details ordered from Department Head Quarters for Counties in your District would be ordered to report to the Superintendent of another District. Until it appears that you have properly represented the case to the military Commander of your District, and made every effort yourself, nothing can be done here.
