I have the honor to acknowledge the receipt of your Communication of the 29th Ulto. I am instructed by Col Brown to say in reply that applications are made here daily, by gentlemen living on the Peninsula for laborers, and that it is almost an universal complaint by them that they cannot make contracts with the negroes. Every effort should be made to encourage the negroes to make Contracts.
