I find four axes and one spade that were not on hand in your July return of Bureau property. and could not have been transferred from that return to the return of Bureau C. C. and G. E -
No return of Bureau C. C. and G. E. was made for July from your office. Please correct and return immediately we are waiting for it

My telegram of the 5th instant requesting you to inform the Q.M. Dept that persons presenting orders signed or approved by Genl. Howard for transportation for this state under No 200 should be arrested will apply only to orders signed by General Howard. The genuine orders will be approved across the face by Genl. Howard. Please inform the Q M. Dept at once and acknowledge receipt of this communication.
