I have the honor to send enclosed the following reports of rations issued in August, viz. Districts No 1. 2. 5. 6. 7. 8. to Freedmen and District No. 5. to Refugees.
Reports of Districts No. 3, 4 and 9 have not been received
Please have the inclosed reports examined as to the value of rations issued and return them at your earliest convenience as I desire to forward my report to Washington as soon as possible

I understand that the claim agent placed in your hand certain claims of colored persons for their bounty reserved under Genl. Order No. 90. Dept Va. & N.C. Series 1864
I further learn that the papers connected with these claims were forwarded to the claim agent of said commission in Washington. If this is the case you will please get possession of their papers and forward them to me: as arrangements are now made to secure their prompt payment without the intervention of claim agents.
