I have the honor to acknowledge this of the letter of the War. Dept of the 12th inst in reference to the store at Harpers Ferry. occupied my Mr Coontz which was referred to you on the 16th with your report. From this report it would seem that Mr Coontz was notified to quit in September but that he failed to comply with your orders, and is now again notified to leave in November. such violations of your orders must not be permitted and should they happen again must be so punished as will prevent a newcomer of this.

It is reported here on good authority that some of the Freedmen of City Point, who are out of employment have refused offers of work at $8 per month and Board. I am instructed to inform you that such a course must fine no countinance from the Bureau. but that on the contrary, should you find such instances, you will at once shut them off from rations. and any assistance whatever of fuel, quarters, or anything of the kind. Such cases must be made an example of the the benifit of the others.
