I have the honor to acknowledge the receipt of your communication of the 25th inst in reference to the destitution in Petersburg  The case had been presented to me by the Supt of that place and I had written him to call upon the benevolent societies of the north for assistance, and his call is being responded to by these societies and clothing is already being sent to that point.
The most of the suffering is for want of clothing for women and children, all of the clothing we have on hand is for men   I have looked upon this clothing as our only source of income for the Bureau in Virginia, as all of the property held as confiscated and abandoned, is being given up to the former owners.  If I  distribute this gratuitously please inform me whether there is any source to which I can look for the necessary funds to carry on the business of the Bureau Please inform me also whether there is any funds from which I  can draw to repair school houses.  I  am exceedingly anxious to  do this but have not felt authorized to allow the expenditure in the state to exceed the probably receipts of the Bureau.
