No. 74. for Grace and Mary Johnson from Fort Monroe Va. to Richmond Va. on Govt boat. Destitute Freedpeople. &c
No. 75. for Sarah Drew from Fort Monroe Va. to Petersburg Va (on Govt boat) Destitute freedpeople.
No. 76. for Matilda Coskins from Fort Monroe Va. to Mt. Clement Essex Co Va. Destitute freedman &c.

Complaints are continually being received from the inhabitants of the Peninsula that the crowded condition of the Freedmen then necessitates an irregular mode of living, great annoyance to the inhabitants, and will cause great suffering as property is restored from time to time.
These troubles will be mostly removed by returning the Freedmen to the counties where they formerly belonged. You are therefore urged to use the greatest diligence in completing the Report of Freedmen and their former homes, called for from this office. Reports from most of the other Districts are now in-

Mr. Donthal living in Charles City Co. at "Weyonoke" represents that he is desirous of hiring his old servants for the new year and offers them $125.00/100 per annum, board cabins wood &c, but that the Freedmen are dissuaded from entering into these contracts by the advice of one Hiram Tyler, who makes delusive promises to them and unsettles their minds. Please investigate this case and if the facts are found to be as represented by Mr. Donthal inform Mr. Tyler that his plans will not be approved by the Bureau, and that if he continues in this course he will render himself liable to arrest.

I have the honor to call your attention to the following slip, taken from the "Richmond Times of today. "If a negro has been elected by the Freedmen of Albemarle Co. to represent them, it would seem to be very unjudicious and detrimental to their own interests. In the present state of feeling in Virginia towards the Colored Race, it cannot be expected that a virginian will be associated with a negro on such a commission. He would probably refuse all connection with the commission which instead of promoting peace and restoring order would tend to cause dissention and disorder." It is possible that the information contained in the above is erroneous or that no objection is made by the citizens of the County to the appointment, in which case no action will be necessary on your part.
But should you find upon investigation that the appointment has caused the difficulty, I am led to apprehend please endeavor to rectify the matter by the appointment of a Gentleman at once, friendly to the freedmen and acceptable to the whites of the County.
