290 969 Richmond Va. Nov. 3 1865 Wilder Capt C.B. Supt 9th Dist Captain By direction of Lieut. Brown I copy for your information the substance of a letter this day addressed to Dr. J.E. Rhoads the following is the essential part, "on account of the uncertainty, attending all operation of Bureau which on future in these effects. The Asst. Comr desires wheresoever it is possible, to make arrangements whereby the Cold. people will be responsible directly for rent to the owners, the Bureau has agreed to aid the leaser in collecting the rental. So long as it shall have the power to do so, the Col. does not think the Bureau would be justified in leasing lands while the impression is so general that its services will so soon be dispensed with. Brown Asst. Com'r &c Colonel I am directed by Maj. Genl. Howard to inform you in answer to the letter of the 27th inst respectly rents etc. that parties to whom property has been restored are entitled to such proportion of the year during which by virtue of pardon. or order of restoration they are entitled to possession of the property, or its profits. For example, If a farm is rented for one year, for one fourth of the crop and the owners pardon dates from the middle of the year, he is entitled to one half of he rent in one & one eighth of the crop. Expense of collecting rents are to be divided proportionally between the Bureau and the owner. Special Pardons are understood to date from the date of this amnesty oath, which the applicant for the pardon files with his acceptance of it. Very Respectfully, Yr.Obt. Servant (Sig'd) Wm.
