A.Q.M. &c Captain In a letter from you a few days since I infer that you apprehended trouble in giving up the farms on account of the freedmen on his farms being unprovided for. I would suggest the following course Ascertain as soon as possible how many on these farms are able to earn a living, and if they will not provide themselves with work, set you agents at work to aid them, when work is found, stop at once all rations, for if they will not work "neither shall they eat" after this class is provided for you will know the number of paupers left there (until the Counties to which they belong will con for them) will have to be cared for by you in a way that will be the cheapest to the Govt. You can tell better what to do with them when you know an exact number of this class on your hands. Another matter that you need take into consideration is the cases of rent due on farms that have been leased by the Bureau. recent instructions show you that when a man is pardoned, he is entitled to the rent of his property. In cases where property has been abandoned you will do well to apply the same rule. That is in cases where the parties are not embraced among the excepted classes in the presidents proclamation of the 29th May. You will allow them the rent of the property from the date of the oath taken by them under said proclamation. I am Captain Very Respectfully Yr. Obt. Servant Sig'd. O. Brown Col. Brown directs me to inform you that a public meeting was held at Lawrenceville C.H. by the citizens of Brunswick Co. Va. on the 31 day of May 1865 having for its object the regulating of employment of Freedmen in their midst. Enclosed please find a list of the names of those present at the meeting. The Asst Commissioner directs that you thoroughly investigate and report whether any change has taken place in the feelings of these people with regard to the employment of freed labor.
