I have the honor to enclose you the following order for transportation as requested U.S. order for Transportation No. 2960 for Aunt Millie, eight small children and on enlisted man in charge from Gordonsville, Va. to Richmond Va, enroute to asylum.
I have had the order made to include all you requested transportation for.

I am informed by Dr. Powers and many other reliable Citizens from Yorktown and vicinity that contracts on continually afford the Freedmen at fair rates of wages (the minimum being the two dollars per month and board) and that they refuse such contracts. I would suggest that the Asst Supt of that District adopt the plan proposed by you and call upon the citizens to apply to this office for help. Let it be understood that he keeps an intelligence office there if he keeps a register of all applications we can determine whether the statements of the citizens "that fair contracts are refused" are true
It is very important that this should be done
The lands that are ordered to be restored must be given up to their owners and if you cannot make arrangements with the owners to allow the Col'd people to remain, they must look up for themselves, homes elsewhere.

It is also reported that the Freedmen are threatening violence if they cannot retain the lands. Please inform me whether this is true and if so, what action has been taken by the officers of the Bureau in this matter.

I am directed by Col. Brown to acknowledge the receipt of your letter with enclosed papers and to inform you that the previous papers referred to in your note were referred to Capt Flagg Supt &c at Norfolk for further papers in the case of Wm Robertson and Wm L.G. Walter. The papers required is 1st amnesty oath. 2nd certificate sworn to before a N.P. that they do not come within any of the exceptions of the President proclamation of May 29, 65 I have referred your papers of today to Capt Flagg calling his attention to previous application of your Brother and the endorsement shown from these head quarters
