You will reply to the communication of Mr. Simms in the matter of contracts in accordance with the instructions you have already received.
If he whips the freedmen you will have him tried before the Court established by the Bureau. You will inform him that at present he need not be troubled with negro evidence, as the Bureau takes cognizance of all cases in which the rights of freedmen are involved.
You will try to teach Mr. Simms that the relations between himself and his negroes is entirely different from what it was before the Negroes were free.
