Captain, 
I have the honor to forward for your information an extract from a letter Received from Maj General Howard Commissioner &c. dated War Dept. Bureau R F & A.L. Nov 21st 1865. Various decisions were made by different authorities and finally the matter reached the War Dept. and was referred to Judges Advocate General Holt. He directed that the Restoration to [[Miers??]] Fisher was improper, and that the Control of the property should be vested in the Bureau. At the same time he expressed the opinion, that as Mr. Binckly has acted in good faith when he obtained his lease from Fisher it would be improper to oust him from the property, and his lease should be respected. The secretary of War approved the report. and declined to take any further action respecting the claim of M. Bridgman. The result of this decision which is final, established the status of the property as follows. &c. The Bureau to hold control over it. accepting however Mr. Bridgman as its Tenant- under the Conditions of the lease which he holds from Fisher.
