and tenaments under orders from this Bureau. Refugees and Freedmen have been summarily excluded from their homes, by the owners of the lands. Hereafter Officers and Agents of the Bureau will prevent every thing of this kind, and Section 7 and 8 of Circular No. 15. Current Series, will not be continued as authorizing the Restoration of lands and buildings before complete and careful provision is made for the Resident Refugees and Freedmen. In all cases of doubt on this point, Careful Reports will be forwarded to this office, with the opinions of the Assistant Commissioner, based on the facts of the case, before any order of Restoration is made_

Ambrose Schools, brother of Richard Schools, stated that his Brother was sitting on the banks of the Pamunkey River,

King William Side, on October 10th, Winn came down the River in a boat. On passing Richard, words passed between them, and Winn shot Richard. A man named Wilson, was in the boat with Winn, Also an unknown man. Toni Scott living with Dr W.T. Baxton in King Williams County, was a few feet from Schools, when he was shot. Prefer changes against Winn. Attend to getting witnesses &c.
